iGaming licensing
An online gambling (iGaming) permit from Georgia, with a real regulator behind it
Georgia issues a permit for online gambling under its gambling law: online casino, live casino, slots, sports betting and game supply. A Georgian company holds it, Random Systems Georgia, the state-appointed technical body, audits the platform, and the Revenue Service issues the permit for five years. We run the whole route from the first call to the permit and the reporting that follows, without you visiting Georgia.
This route fits you if
- You operate or are building an online casino, live casino, slots product, sportsbook or game studio.
- Your owners are identifiable natural persons who can evidence the source of their funds.
- You want a regulator a bank or payment provider can diligence, at a cost below the top European regimes.
- You can fund the annual permit fee, the technical audit and a Georgian company before launch.
It does not fit if
- You want to take players in a country that prohibits or reserves online gambling: no permit anywhere does that.
- The real owners cannot appear on the file, or the funds cannot be traced.
- You need a licence in days without a company, a platform description or a compliance programme.
The permit categories
One permit covers one brand and one domain, mirrors included. Each category is licensed and audited separately.
Online casino
Table games and RNG casino content for remote players.
Live casino
Dealer-streamed tables offered online.
Online slots
Slot and other automated games online.
Sports betting
Fixed-odds and pool betting on sports and events.
Game provider (B2B)
Supplying games or a platform to licensed operators.
The route in five stages
The same sequence every time, run from our client portal: each stage has a checklist, a set of documents and a defined outcome. Durations are typical for a complete file; the regulator's statutory periods are longer.
- 1
Registration on the Trustlex platform
Days 0 to 2
- We do
- You create your account on the Trustlex platform and complete the licensing questionnaire; we open the matter, sign the mutual NDA and review your product, markets, ownership and funding against the permit categories and the fee schedule in force.
- You provide
- The licensing questionnaire and two or three company name options.
- Outcome
- A written route, a realistic timeline and a fee split between government, technical and professional charges.
- 2
Engagement and powers
Days 3 to 6
- We do
- Engagement letter signed electronically in the portal, two powers of attorney (registration and banking), personal data consents for every director and owner.
- You provide
- Notarised and apostilled powers of attorney, signed consents, the KYC pack for each person.
- Outcome
- We can act for you in Georgia; the first invoice starts the clock.
- 3
Georgian company and bank
One to four weeks
- We do
- Register the LLC with the Public Registry, provide the legal address, confirm Revenue Service access, open GEL, USD and EUR accounts, and pass the bank's KYC.
- You provide
- Corporate documents of the holding company, identification of the director in Tbilisi or remotely under the banking power of attorney, and the funds for the permit fee.
- Outcome
- A capitalised Georgian company with online banking, ready to contract with the technical body and the regulator.
- 4
Regulator authorisation
Typically four to eight weeks
- We do
- Register on the regulator's portal, sign the service agreement with Random Systems Georgia, the appointed technical body, pass the pre-assessment and system audit, integrate the daily reporting interface.
- You provide
- Technical documentation of the game management system, RNG and platform certificates, game rules, supplier contracts.
- Outcome
- The authorisation certificate; a temporary certificate is available while the final permit is processed.
- 5
Permit and launch
Three to twenty working days after filing
- We do
- File the permit application with the Revenue Service, pay the annual fee from the Georgian account, answer information requests, and set up the reporting calendar.
- You provide
- Criminal record certificates for management and owners, proof of the source of funds for the fee, the prize fund evidence for betting.
- Outcome
- A five-year permit, processing live, and the ongoing compliance routine handed to your team or kept with us.
The regime, in figures
The published figures of the 2026 permit framework. We confirm the amounts in force, in writing, before you commit to anything.
| Permit term | Five years | One permit, one brand, one domain (mirrors included). Each additional category carries its own annual fee. |
|---|---|---|
| Gambling tax | A share of gross gaming revenue | The rate depends on the category and the players; we state the rate in force for your product in the scoping review. |
| Corporate income tax | 15% on distributed profit only | Georgia's Estonian model: undistributed profit is not taxed. |
| Company registration | GEL 200 standard (next business day) or GEL 400 fast track (same day) | Public Registry fee for an LLC; no minimum charter capital. |
| Permit issue | Three to twenty working days after filing | Expedited processing is available for a fee; the regulator's authorisation comes first. |
| Trustlex professional fee | Scoped in writing, fixed after the scoping review | The fee depends on the categories, the ownership structure and the state of your technical file. The scoping review ends with a written fee proposal; once the engagement letter is signed the fee does not move. Government, technical and third-party charges are passed through at cost and shown separately. |
Georgia's gambling legislation was amended in 2023, 2024 and 2026 and fee schedules change. Figures on this page are for orientation, not for a business plan: the scoping review states the amounts in force on the day, with the legal basis.

Payments and banking, honestly
The permit is what a bank or payment provider underwrites, not a guarantee of an account. Providers run their own file on the operator, the markets and the game mix, and settle in USD or EUR under the gambling merchant category with a rolling reserve.
We coordinate the onboarding with providers that work with Georgian permit holders and integrate the gateway in parallel with the regulator's audit, so payments are live when the permit is issued. Gateway rates and reserves are quoted per file, not on a website.
After the permit: what never stops
- •Daily compliance reports of gross gaming revenue to Random Systems Georgia, and a monthly operations summary by the third of the following month with balance reconciliation.
- •The annual permit fee, paid in advance, and gambling tax on the statutory cycle.
- •An AML programme that is actually operated: player identification, monitoring, record keeping and reporting to the Financial Monitoring Service.
- •An annual security assessment of the platform, and keeping ownership, domain and platform details current with the regulator.
- •Corporate income tax, accounting and the company's own filings, which we can carry on a monthly retainer.
What the permit is not
A Georgian permit authorises the activity under Georgian law and gives you a supervised home. It does not make you lawful in a player's country: market access is decided where the player is, for every licence in the world. We say this before you build anything.
See every licence category we handle in GeorgiaHow we charge
Our professional fee for the route to the permit, for the five stages and one permit category, is scoped after review rather than published as a list price: the scoping review ends with a written fee proposal that reflects the number of categories, the ownership structure, the state of your technical file and any work you bring us alongside the permit. Once the engagement letter is signed the fee is fixed, and no work starts before that signature. Each additional permit category on the same permit is quoted separately. Government, technical and third-party charges are passed through at cost and shown separately on every invoice; the compliance retainer that follows the permit is quoted separately.
The practice is led by a Georgian advocate with a licensing practice across gaming, payments and banking. You deal with one case manager, in English or Russian, through the client portal where every document, invoice and message lives.
Questions operators ask
- Do I need to come to Georgia?
- No. Registration, banking and the regulator's process can be completed remotely under powers of attorney. Some banks prefer to identify the director in person; we tell you which option applies to your file.
- How long does the whole route take?
- For a complete file, the regulator's authorisation typically takes four to eight weeks and the permit is issued within three to twenty working days of filing. The company and bank stage is usually the variable, because it depends on your documents.
- What does a second category cost?
- Each category carries its own annual permit fee and its own technical audit by Random Systems Georgia. Our fee for an additional category is quoted with the scoping review.
- Is the fee negotiable?
- The published figure is our standard fee for one category and a straightforward file. Every engagement starts with a written fee proposal after the scoping review, and that proposal reflects your file: a simpler structure, several categories or companies, or ongoing work alongside the permit all change it. What does not change is the fee once the engagement letter is signed.
- Do you provide the platform or the games?
- No. We are lawyers. We work with your platform and game providers, and we can introduce certified suppliers, but the technical file is yours to produce with our guidance.
- What happens if the permit is refused?
- Refusals almost always trace to ownership that cannot be identified, funds that cannot be evidenced, or a technical description written in marketing language. The scoping review exists to find these before any fee is paid.
